Government Tender: Foreign Construction Companies
Israel's Ministry of Construction and Housing is running a government tender inviting foreign construction companies to build residential housing in Israel. Below is a summary of the tender, its official documents, and the pool of companies from the 2016 process.
Fast-Track Licensing
Winners immediately receive a license for the highest construction classification, a process that normally takes 7+ years.
Up to 1,600 Workers
The right (not obligation) to bring up to 1,600 foreign workers for 5 years, extendable up to 8 years.
Government Support
The Ministry of Construction and Housing provides ongoing support for setting up operations in Israel.
Submission Deadline
The final submission deadline was postponed to January 8, 2026, 12:00 PM Israel time.

Main Eligibility Conditions
- Minimum average annual revenue of $100M from residential construction (last two fiscal years)
- Net financial debt-to-equity ratio not exceeding 60% (or 80% for companies with revenue above $450M)
- At least 10 completed residential projects in the last 6 years, each at least 8,000 sq. meters
- A chief engineer with proven residential construction experience
- Incorporated outside Israel and not a manpower company

The original 2016 tender selected 11 foreign companies, which today employ approximately 10,000 foreign workers in Israel.
